LoL Patch 13.23 patch notes: all the buffs, nerfs and upcoming…

LoL Patch 13.23 is the penultimate patch before the end of the 2023 League of Legends season. This patch There are some balance changes for each game mode, but this is a rather small patch before the release of the last one of the year.

A new League of Legends patch is here and in this patch we’re going to be receiving brand new skins, as well as multiple balance changes for some champions that sorely need them.

We’ve had plenty of changes to Jungle, as well as a number of adjustments to K’Sante, but it looks like Riot will be focusing on other aspects of the game before revealing the 2024 Preseason in the environment public beta.

Champion Adjustments

Azure

  • W – Get up!
    • Magic damage: 2-92 (levels 10-18) (+50/67/84/101/118) (+60% AP) ⇒ 2-77 (levels 10-18) (+50/65/80/95/ 110) (+55% AP)
    • Magic Damage: W attacks on the primary target (i.e. whatever target you clicked on) now trigger on-hit effects at a damage value of 50% (100% in ‘arena). This includes attack effects such as Rageblade’s Phantom Hit, Runaan’s Hurricane, and Kraken Slayer.

  • Q – Ntofo hits
    • Mana cost: 15 mana ⇒ 28/26/24/22/20 mana
    • Damage: 30/60/90/120/150 (+40% AD) (+30% armor bonus) (+30% magic resistance bonus) ⇒ 30/55/80/105/130 (+40% AD) ) (+30% bonus armor) (+30% bonus magic resistance)
  • W – Path Maker
    • Bug Fix: Fixed a bug that allowed K’Sante to launch Path Maker’s Dash earlier. Now if Path Maker’s string ends prematurely, it will simply end without a hyphen.
  • E – Footwork
    • Shield: 45/65/85/105/125 (+15% extra health) ⇒ 50/90/130/170/210 (+10% extra health)
  • A – All out
    • Passive bonus damage: 45/60/75% (levels 6/11/16) ⇒ 30-78% (levels 6-18, scales linearly)
    • Bonus attack damage: 15/30/45 (+25% bonus armor) (+25% bonus magic resistance) ⇒ 10/25/40 (+25% bonus armor) (+25% resistance extra magic)

Champion Buffs

Recently, Riot Phroxzon spoke out when a Reddit user complained about Riven and how she was unplayable. Although Phroxzon admitted that some of the technologies delivered to him would not be used today, he also stressed that Riot would not change its “Quick Q” either. Thus, Riot will perfect it with other champions.

    • Quality of Life Adjustment: Draven R now returns to his body after hitting a champion while they are dead.

Janna

  • P – Tailwind
    • Increased bonus movement speed: 20/25/30/35% ⇒ 30%
  • W – Zephyr
    • Cooldown: 9/8.5/8/7.5/7 seconds ⇒ 8/7.5/7/6.5/6 seconds
    • Targeting: 650 range, center to center ⇒ 550 range, edge to edge (Note: This should make W better against large targets while being neutral against smaller targets.)
  • R – Monsoon
    • Cooldown: 150/135/120 seconds ⇒ 130/115/100 seconds

Torn

  • Q – Broken Wings
    • Damage: 15/35/55/75/95 (+45/50/55/60/65% AD) ⇒ 15/35/55/75/95 (+50/55/60/65/70% AD)

System changes in LoL patch 13.23

Riot will be making some changes to the tower’s interior and inhibitor gold. Basically, local gold will decline and global gold will decline. Riot is doing this because they believe that the snowball effect is currently at its lowest level and believe that increasing local gold will make it a little stronger.

This should also help roles such as top lane, who are more likely to move around and spend time in the side lanes.

    • Local gold on side lane: 550 ⇒ 675
    • World Gold: 250 ⇒ 125
    • Total gold value: 550/800 (unchanged)
  • Inhibitor Turrets

    • Total gold value: 300 ⇒ 500
  • Changing the tooltip
    • Gold reward tooltips have been updated to show local and global turret gold.
    • Updated tooltip formatting for other turret items.

New Bee Skins Released in Patch 13.23

There will be new Bee skins in this League of Legends patch. Only three champions will get skins, but they’re bee skins, so can we even be crazy about these skins? Never.

This League of Legends patch is going to arrive a day early, probably because of all the changes that will be added to the PBE for the 2024 preseason. So, LoL Patch 13.23 will be released on Tuesday, November 21, 2023. according to the official patch schedule.
