what the experiment launched in 2024 will look like

BFMTV DOCUMENT. The uniform tested in certain voluntary schools from 2024, as announced by Gabriel Attal, will not be imposed at the national level. If a student refuses to wear it, he or she may be sanctioned.

The details become clearer. Documents detailing the concrete implementation of the school uniform experiment in voluntary establishments for 2024 were sent on Friday by the Ministry of Education to local authorities. BFMTV was able to consult them.

The wearing of uniforms by students at school must be the subject of a “large-scale experiment” in different local authorities to scientifically measure the effectiveness of such a measure, the Minister announced on December 6 of National Education Gabriel Attal, without giving further details. .

First experiments in Reims and Perpignan?

According to our information, this experiment should begin in spring 2024 for certain cities, such as Reims or Perpignan. For the others, the start of the school year will be given at the start of the school year in September. The test is expected to last two years. Only primary, middle and high schools can participate, not nursery schools.

According to the documents sent, wearing a uniform will be compulsory for “only students in voluntary schools, middle schools and high schools” and will concern all classes in these establishments, the exhaustive list of which has not yet been finalized. The outfit must also be worn “during any activity related to teaching which takes place outside their enclosure and is listed in the internal regulations”.

The decision to participate in the experiment must be validated by a vote taken by the school council or the board of directors. Wearing a uniform must be added to the internal regulations.

Adapted according to regions

The details of the outfit are not imposed at the national level. “The implementation of the wearing of common clothing consists of providing students and their families with a kit whose composition is determined locally and on a case-by-case basis in close collaboration with the local community and after discussions with the service provider,” specifies the guide. .

Why does the government want to experiment with wearing uniforms?

It can be adapted to the “meteorological specificities of certain territories”, but also throughout the year “during the winter period or in cases of extreme heat”, as well as depending on the lessons, such as “physical education and sports, professional education. workshop, etc. It can be decorated with a badge representing the establishment or be adapted according to class levels.

“The trousseau is not necessarily a complete outfit; it can, for example, only include pieces for the top,” specifies the guide. This will particularly be the case for participating establishments in the Rhône-Alpes region.

The only criterion imposed: “these trousseaux must naturally respect the principles of neutrality and secularism”.

An “evaluation” to come

For the experiment to run as smoothly as possible, it is recommended that communities “explain the meaning and expected benefit of this measure, then ensure compliance with these rules, within the framework of a dialogue with the students and the parents “.

Once the experiment is completed, it will be subject to an “evaluation, the terms of which will be specified”.

This will involve measuring “the effects of these experiences on student well-being, the school climate, the reduction of social inequalities in academic success and analyzing the question of family support and methods of collaboration between the actors concerned. .

A possible sanction in the event of refusal

What should institutions do if some students refuse? The establishments’ accompanying document indicates that, as part of the experiment, the wearing of uniforms will be added to the internal regulations of the schools concerned.

“The refusal to wear the school uniform will therefore be managed like any violation of the internal regulations of the school or educational establishment,” it is written.

He may thus be subject to non-predefined sanctions. “The head of the establishment may choose to impose a sanction or sanction depending on the seriousness of the fault, which it is up to him to assess at that time,” the press release said.

No fees for families

Regarding the cost of the outfit, it will not be worn by families. “The supply of the kits is supported by local authorities who can benefit from financial support from the Ministry of National Education and Youth”, we assure, including in the event of “loss” or damage. “unintentional damage” to the outfit.

Among the cities interested in the experiment, Metz, in Moselle, Nice, in the Alpes-Maritimes, and Puteaux, in Hauts-de-Seine, have already expressed their interest, without the decision having yet been formally recorded. .

The Minister of National Education indicated on Wednesday that he would announce “by the holidays” the exact terms of this experiment.
